Introduction
Land development is, in fact, operational planning for land development; This means that what has been thought out and compiled in comprehensive and detailed plans for the city must be implemented in the preparation plan; But this plan is not just the implementation of detailed plans; Rather, it is a mixture of previously thought-out rules and other factors that are necessary in terms of urban planning, architecture and building engineering to improve and enhance the quality of residential environments. But in recent years, new aspects of land preparation have been emphasized.
Materials and Methods
The first approach in the face of the question of how to achieve land development: measuring the status and position of the city in a comparative situation with other areas by considering the direction of movement within the notion of good governance of the land and the route taken: From this perspective, the city in terms of Having the driving forces of land development is possible only through relative analogy with other cities and monitoring the movement of cities within the path of good land tenure.
The second approach in the face of the question of how to achieve land development: identifying and introducing the driving forces and bedrock of land development from different theoretical perspectives: In other disciplines, various methods are used to assess the status of cities.
Results and Discussion
Land development as one of the main policies of land planning in Iran has been defined in urban planning system. Following that, the definitions of land development and preparation plan have been explained in the relevant laws and instructions and have been considered by urban planners. The subject of land development since the 1990s in global experiences and attempts were made to redefine land as a rare and valuable commodity And new agendas such as land sovereignty were introduced in this area. Analysis of existing documents and programs in the field of land preparation plan and its implementation processes in Iran indicates disregard for the conceptual changes of the land and the mentioned changes and taking an unsuitable path in determining and analyzing the goals and problems. The main purpose of this study is to track the problems resulting from the development and implementation of land planning process and according to the characteristics of the problems that these programs generally face and the multiplicity and diversity of stakeholders involved in them, it is necessary to have a method that can track all required problems. Therefore, the selective problem-solving process method used in this research is purposeful problem-solving which it provides an opportunity to express the views of different stakeholders that is done by using data collection and analysis techniques as well as thematic content analysis. Finally, the main disadvantages of the preparation and execution process have been identified and in three axes, macro suggestions are presented based on group problem solving method.
Conclusions
In this research, an attempt has been made to develop the process of recognizing and formulating the problem in a participatory manner with the presence of involved and stakeholder institutions, so that finally the proposed solutions have an operational aspect. The problem-solving process has an evolving nature in which goals, values, and needs are determined by unplanned processes on the one hand, and pre-planned processes on the other. The importance of choosing the right "problem" for planning action is that if the focus is on solving the wrong problems, efforts - even with efficient procedures - will be spent on the wrong choices that not only society will have to bear. Misplaced efforts must be made, but the problematic situation remains.

مقدمه
آمادهسازی زمین درواقع برنامهریزی عملیاتی برای توسعهیِ زمین است؛ بدین معنا که آنچه در طرحهای جامع و تفصیلی برای شهر اندیشیده و تدوینشده است، باید در طرح آمادهسازی به مرحله اجرا درآید؛ اما این طرح، تنها اجرای صرف طرحهای تفصیلی نیست؛ بلکه آمیزهای است از قواعد اندیشیده شده پیشین و دیگر عواملی که ازلحاظ برنامهریزی شهری، معماری و مهندسی ساختمان برای بهبود و ارتقای کیفیت محیطهای مسکونی لازم است. اما در سالهای اخیر بر سویههای نوینی از آماده سازی زمین تاکید شده است.
آمادهسازی زمین به عنوان یکی سیاستهای اصلی توسعهیِ زمین در دهه 1360 در قوانین مرتبط با اراضی شهری تعریفشده و در پی آن تعاریف آمادهسازی زمین و طرح آمادهسازی در قوانین و دستورالعملهای مرتبط تبیین شده و مورد توجه برنامهریزان شهری قرار گرفته است.
به موازات گسترش استفاده از انگاشت توسعۀ زمین و اختیار رهیافت حکمروایی خوب به منظور پاسخگویی به سازوکارهای مورد نیاز برای دستیابی به آن در سطح شهر، ردیابی دو رهیافت اصلی در زمینۀ پاسخگویی به پرسش چگونگی دستیابی به توسعۀ زمین در متون مختلف امکانپذیر است.
موارد و روشها
رهیافت نخست در مواجهه با پرسش چگونگی دستیابی به توسعۀ زمین: سنجش وضعیت و جایگاه شهر در یک وضعیت قیاسی با سایر مناطق با در نظر گرفتن مسیر حرکت در درون انگاشت حکمروایی خوب زمین و مسیر طی شده: از دیدگاه این رهیافت وضعیت شهر به لحاظ میزان برخورداری از نیروهای محرک توسعۀ زمین تنها به میانجی قیاس نسبی با سایر شهرها و پایش مسیر حرکت شهرها در درون مسیر حمکروایی خوب زمین امکانپذیر است.
رهیافت دوم در مواجهه با پرسش چگونگی دستیابی به توسعۀ زمین: شناسایی و معرفی نیروهای محرک و بسترساز توسعۀ زمین از دیدگاههای نظری مختلف: با توجه به اینکه انضباط برنامهریزی به مفهوم کلی و برنامهریزی شهری در سطح جغرافیایی ویژه، به لحاظ نظری وامدار دیدگاههای نظری مطرح شده در سایر انضباطها است، روشهای مختلفی برای بررسی وضعیت شهرها مورد استفاده قرار میگیرد.
